kunnen houden. Een te klein
taalgebied kan in de toekomst
wel eens een te hoge barrière
gaan vormen. Bergman hoefde
zich vanwege de universele kwa
liteit van zijn films over taalgren
zen geen zorgen te maken, maar
misschien zou men in Finland
uiteindelijk zich beter kunnen
concentreren op dat waar men in
Finland echt goed in is: architec
tuur, muziek en design. Van be
moeienis door Europese overhe
den verwachtte spreker in ieder
geval geen enkel heil.
Rosario Pacini sprak namens Fi-
ninvest Communicazioni, een
van de onderdelen van het grote
media-imperium van Sylvio Ber-
lusconi uit Italië. Uit zijn speech
sprak juist een groot optimisme
over de toekomst van de interna
tionale film- en televisiemarkt.
Het sukses van de commerciële
omroep in Italië, in belangrijke
mate door Berlusconi tot stand
gebracht, en het enorme poten
tieel aan reclame-inkomsten in
die internationale markt, groten
deels door of via Berlusconi ge
genereerd, zijn vanzelfsprekend
de belangrijkste redenen voor
een dergelijk optimisme. Of dit
uiteindelijk de filmindustrieën in
de kleinere taalgebieden van Eu
ropa ten goede zal komen is
vooralsnog een open vraag.

AANBEVELINGEN
Nadat alle seminardeelnemers
de vele onderwerpen die tijdens
het seminar aan de orde waren
gekomen in de werkgroepen na
der hadden besproken nam de
vergadering een aantal conclu
sies en aanbevelingen aan. (zie
inzet)
Deze zullen door de president
van het Europees Film en Televi
sie Jaar, mevrouw Simone Veil
worden voorgelegd aan de Raad
van Ministers van de Raad van
Europa die eind november in
Stockholm bijeenkomt.
Al met al kan de N.B.B, terugkij
ken op een uiterst geslaagd se
minar, waarmee Nederland een
zinvolle bijdrage heeft geleverd
aan de discussie die in dit Euro
pees Film en Televisie Jaar over
de toekomst van de filmindustrie
in Europa wordt gevoerd.

The participants of the Seminar on Film
and TV productions in the less wide-
spread languages, having convenedfor
discussion for two days in Amsterdam
on 29 and 30 September 1988.
Applaud the initiative of the European
Commission and the Council of Europe
to underline the importance of the film
and television industry in European
countries by making 1988 the European
Cinema and Television Year.
The Assembly unanimously agreed that
it is, and will remain, of essential cultu-
ral and economie importance to main-
tain and support the existence of viable
filmindustries in European countries
that will be able to contribute to the di-
versity of European culture, and that will
continue to generate new talent in all
crafts in filmproduction, important for
creativity and continuity in a changing
economie and cultural international
market. The Assembly sees that market
as being formed by all European coun
tries, inside and outside the E.C.
The Assembly has adopted the follo-
wing conclusions and recommenda-
tions:
Measures taken at a European level
should be supplementary to national
support systems for filmproduction and
should be limited to improving condi-
tions in the economie sphere.
A harmonization of VATtariffs applicable
to filmindustry as a whole into the lower
tariff group, tax benefits for coproduc-
tions and similar measures should be
thefirstobjective.
Realizing the accumulation of power at
a bureaucratie level in Brussels, all parti
cipants stressed the importance of
strengthening national and international
groups representing professionals in
filmindustry. At the same time to coun
ter possible dangers of strong media
monopolies, sufficiënt control at a Euro
pean level is necessary.
National support systems should be fle-
xible enough not to interfere with the ar-
tistic necessities for European copro-
duction. Most important prerequisite
for European coproduction is a viable
production by the different cultural enti-
tiesin Europe.
All participants stress the need for ade
quate prior consultation of the profes
sionals concerned before any measure
at a European level is decided upon that
could effect the existing financing struc-
tures for filmproduction, as already has
been attempted in the development of
the Media Program.
